The 20th Anniversary of the Annan Plan (1): Why Was It Obvious from the Start that This Plan Would Fail? (Tr: Annan Planı’nın 20. Yılı (1): Neden Bu Planın Başarısız Olacağı En Başından Belliydi?)

From my elders, i always hear, "the most hopeful period we had was the Annan Plan era."

In fact, the most crowded photos of İnönü Square were probably taken during this period. There were probably even songs written about this famous referendum.

I'm quite young to remember those times; however, one of the political events I have read about and researched the most is undoubtedly the situation in Cyprus. Was the season really ripe for it, or did the "great powers" want Turkish Cypriots to think so? Were they trying to sell false hopes and crush dreams of reunification once again?

In my upcoming articles, let's objectively and thoroughly examine the Annan Plan and what both communities experienced during that time.

The biggest argument used by the proponents of two equal sovereign states against the Turkish Cypriots who still support reunification today is the significant "no" vote from the Republic of Cyprus during the Annan Plan referendum, around 75%.

We hear a lot of provocative statements like, "They said 'no' because they didn't want you." Some of us get bored hearing it. Even AKEL, the largest leftist party in the Republic of Cyprus, voted "no" in this referendum in the past.

To provide some reassurance and show that all these statements are hollow, I will write this article; the reason for the "no" vote from the Republic of Cyprus was not that the Turkish Cypriots didn't want reunification, but rather that the Annan Plan contained provisions that could potentially harm all of Cyprus and its people and at the same time benefit imperialists...

Let's start with some small analyses; have you ever seen the flag of the Annan Plan?

The flag features the blue of the Greek flag at the top, the red of the Turkish flag at the bottom, and a large yellow line representing copper mines dividing them. Although there is no representation of Cypriots or Cypriot identity on the flag, the flags of Turkey and Greece are included.

Why is that?

Wasn't Cyprus solely for Cypriots? Wasn't there a single homeland, a single people in Cyprus?

There won't be anything representing you on your country's flag, but how does it feel to have the representation of different countries?

Now look at the current flag of the Republic of Cyprus. It features a map of Cyprus and olive branches. It was designed by a Turkish Cypriot and has been used by the Republic of Cyprus government for years, despite Turkish Cypriots not being part of the government.

Have you ever questioned why there was no alternative flag proposed that resembled the current flag, or a flag that was more inclusive of Cypriots?

I can almost hear you saying, "It's just a flag; there's no need to make a big deal out of it." However, sometimes the entire reality can be hidden in such small details...

In fact, we shouldn't expect anything different from a plan that doesn't offer a solution under the roof of the Republic of Cyprus and foresees the complete destruction of the Republic of Cyprus, should we?

Instead of reshaping a state that all Cypriots belong to, the Annan Plan was a plan that entirely aimed to destroy it, to start everything from scratch, to foresee a "virgin birth."

Now tell me; why would a people choose a "virgin birth," fraught with numerous problems, over reshaping the state they already have?

İki eşit egemen devletçilerin hala günümüzde birleşme yanlısı olan Kıbrıslıtürklere karşı kullandıkları en büyük argümandır Annan Planı referandumunda Kıbrıs Cumhuriyeti’nden büyük oranda, yüzde 75 civarında ‘hayır’ çıkması.

“Sizleri istemedikleri için ‘hayır’ dediler” diye bir sürü kışkırtıcı cümleler duyarız, kimimizin canı sıkılır. Kıbrıs Cumhuriyeti’nin en büyük solcu partisi olan AKEL’in bile bu referanduma ‘hayır’ dediğini görürüz geçmişte.

İçinize su serpmek ve tüm bu söylenilenlerin içi boş olduğunu göstermek için kaleme alacağım bu yazıyı; Kıbrıs Cumhuriyeti’nden hayır çıkmasının sebebi, Kıbrıslıtürkleri ya da yeniden birleşmeyi istememeleri değil; Annan Planı’nın tüm Kıbrıs ve Kıbrıslılara ‘zarar verebilecek ve bunun yanında emperyalistlere çıkar sağlayacak bazı maddeler içermesiydi…

Ufak analizler ile başlayalım; sizler hiç Annan Planı’nın bayrağını gördünüz mü?

Yunanistan bayrağı mavisi üstte, Türkiye bayrağı kırmızı altta, bakır madenlerini temsil eden kocaman sarı bir çizgi ile ‘bölünüyorlar’. Bayrak üzerinde Kıbrıslıları ya da Kıbrıslılığı temsil eden hiçbir olgu olmamasına rağmen, Türkiye ve Yunanistan bayrakları yer alıyor.

Peki, neden?

Hani Kıbrıs sadece Kıbrıslılarındı?
Hani Kıbrıs’ta tek vatan, tek halktı?

Ülkenizin bayrağında sizi temsil eden bir şey olmayacak; ancak farklı ülkelerin temsiliyetlerinin bulunacak olması sizlere nasıl hissettiriyor?

Oysa şimdiki Kıbrıs Cumhuriyeti bayrağına bakın. Kıbrıs haritası ve zeytin dalları yer alıyor üzerinde. Bir Kıbrıslıtürk tarafından tasarlanmış, Kıbrıslıtürkler Kıbrıs Cumhuriyeti’nin yönetiminde olmamasına rağmen yıllardır Kıbrıs Cumhuriyeti devleti tarafından kullanılıyor.

Neden mevcut bayrak ya da mevcut bayrağa benzeyen, Kıbrıslıları daha kapsayıcı bir bayrak sunulmadı, hiç sorguladınız mı?

“Alt tarafı bir bayrak, çok da abartmaya gerek yok” dediğinizi duyar gibiyim. Ancak bazen tüm gerçeklik böyle ufak detaylarda saklı olabiliyor işte…

Kıbrıs Cumhuriyeti çatısı altında bir çözüm sunmayan ve Kıbrıs Cumhuriyeti’nin yıkılmasını ön gören bir plandan daha da farklı bir şey beklememeliyiz aslında, değil mi?

Tüm Kıbrıslıların ait olduğu bir devleti, Kıbrıs Cumhuriyeti’ni yeniden şekillendirmek yerine, tamamen yıkmayı, her şeye sıfırdan başlamayı, ‘bakir doğumu’ ön gören bir plandı Annan Planı.

Şimdi söyleyin bana; bir halk, neden elinde bulunan devleti yeniden şekillendirmek yerine, bir sürü soruna gebe olan ‘bakir doğumu’ tercih etsin?
